The dark web is only a part of the deep web and it is not crawled by any search engine spiders. You cannot simply access this deep/dark web from a normal web browser but it is possible by using a deep web browser (anonymity tool) like Tor, I2P or Freenet.
Visiting the dark web is not illegal (in most countries, some have blocked access) in itself. You decide yourself if you search/do anything illegal online, be it on the clearnet or dark web. Will scary criminals or hackers go after me when I visit the dark web?
