In any event, an Earth-launch first stage would need a T/W greater than one just to get off the ground. Most launch vehicles are designed with a T/W about twice the local surface gravity to give reasonable acceleration. For example, the Apollo Lunar Module had a T/W of 0.3, or about twice the local lunar gravity (1/6 gee).
